Kellogg city officials are weighing a proposal that would prohibit retailers from selling kratom within city limits, a move driven by law enforcement concerns about the unregulated herbal supplement.
The Kellogg City Council is reviewing a resolution brought forward by the Kellogg Police Department in response to what officials describe as rising local consumption of the substance. If adopted, the measure would make Kellogg the first municipality in Idaho to outlaw kratom sales.
What Is Kratom?
Kratom comes from the leaves of Mitragyna speciosa, a tropical tree indigenous to Southeast Asia. The plant material contains active compounds that act as stimulants in small amounts and produce sedative, opioid-like effects when consumed in larger quantities.
Retailers in the United States typically stock kratom in forms such as powder, pills, and ready-to-drink beverages. Marketing often emphasizes its natural origin, though federal regulators have not authorized any medical claims for the product.

Police Chief Cites Lack of Oversight
Kellogg Police Chief Paul Twidt expressed concern about the absence of age restrictions or quality standards governing kratom distribution.
“There’s no regulations on this stuff, and it’s dangerous,” Twidt said. “If a place wanted to sell it to a 10-year-old, they can.”
The department’s proposal follows a pattern of regulatory action in neighboring Washington. Spokane enacted a ban on kratom sales and distribution in March, becoming one of the first cities in the Inland Northwest to restrict access to the product.
Federal Health Agencies Raise Red Flags
The U.S. Food and Drug Administration has not approved kratom for any therapeutic purpose. Federal health authorities have issued warnings about inconsistent product formulations, possible contamination with harmful substances, and the potential for users to develop physical dependence with prolonged use.
Some consumers report turning to kratom for relief from chronic pain, as an energy booster, or to help manage withdrawal symptoms from opioid medications. Documented side effects range from mild complaints such as nausea, dizziness, and digestive upset to occasional severe adverse events requiring medical intervention.

The Kellogg City Council has not yet scheduled a vote on the proposed ban. If approved, retailers would be barred from offering kratom for sale, though the timeline for implementation and specifics of enforcement remain under discussion.
Local officials say the measure aims to close a regulatory gap in a market where product safety and consumer protections are minimal. Public comment periods typically precede final council action on ordinances affecting local commerce.
