Century-Old Mining Tailings Pond Transformed Into Controlled Waste Containment System in Silver Valley

From Tailings to Engineering: The Page Repository’s Evolution

The Page Repository began more than a century ago as a simple receptacle for mining waste. What started as the Page Mine tailings pond—where fine particles left over from ore processing accumulated for decades—has since transformed into a carefully engineered environmental containment facility designed to isolate contaminated materials and protect surrounding communities.

The tailings deposited at the site contained elevated concentrations of lead and other heavy metals. When exposed and dried, the fine particles became airborne contaminants, creating a public health concern for nearby areas in the Silver Valley. The challenge facing environmental engineers was clear: contain the hazard while managing the site’s hydrological conditions.

Water Management and Wetland Development

Over time, the tailings pond evolved into something more complex. A water-control structure, known as a weir, was installed on the west end of Page Swamp to regulate water levels. The weir serves a dual purpose: during wet periods, it allows excess water to flow downstream, and during dry conditions, it retains water to prevent the tailings from drying and releasing airborne particles.

Vegetation gradually established itself across the site, and wildlife colonized the area. Portions of the repository developed wetland characteristics—a transformation that triggered regulation under the Clean Water Act. To offset these newly regulated wetlands, the West End Natural Infrastructure project and Robinson Creek restoration created and enhanced replacement wetlands elsewhere in the region, balancing environmental compliance with habitat preservation.

Engineering Design and Ongoing Monitoring

The current containment system relies on engineered foundations constructed from concrete or quarry rock beneath the disposal area. This base layer prevents contaminated materials from migrating into groundwater. The repository is designed to accommodate approximately 60 feet of engineered fill before reaching full capacity. Material placement is carefully controlled each season to maintain structural stability and allow the foundation to settle properly.

Once complete, a final engineered cap will be placed over the site to minimize infiltration from rain and snowmelt—a critical step in long-term containment.

Monitoring is extensive and systematic. Fourteen sites across and around the repository are sampled and tested regularly. Eight groundwater monitoring wells track subsurface conditions, with most concentrated on the north side of the repository between the site and Interstate 90. An additional six surface water sampling locations capture data on water quality in and around the facility.

Water samples are collected twice yearly, timed to coincide with high-flow and low-flow conditions, allowing environmental scientists to assess how seasonal variations affect contaminant transport. Each sample is analyzed for metals and standard water quality indicators including dissolved oxygen, pH, conductivity, and oxidation-reduction potential. This data provides a comprehensive picture of whether the containment system is functioning as designed and whether contaminants are remaining isolated.

What Comes Next

The Page Repository represents one component of the broader effort to remediate the lower basin of the Coeur d’Alene Mining District. The site continues to move toward design capacity, with seasonal material placement proceeding according to engineering specifications. As the repository fills and approaches completion, the final cap will be the last major engineering intervention—a permanent barrier sealing in decades of mining legacy.

The transformation from open tailings pond to regulated, engineered containment facility reflects the challenges of managing industrial heritage in a region where mining shaped the landscape and economy for generations.
